This is Matridian. Secret son of the Deathwing, elder brother of the Wrathion. Lord of the Black Dragon Flight! He can use his dragon wings in his humanoid form and that cloak is actually his wings. He has a 2 handed sword with a dragon scale, and Gorebringer is the name of this sword.
you can see his 3 versions. one of with cloak and the other one is without the cloak. the 3rd one has just a thin stroke.
